OBJECTIVES OF THE OLYMPIC COUNCIL OF MALAYSIA


1. What is the Olympic Council of Malaysia
1.1  The Olympic Council of Malaysia (OCM) was established a registered in 1953, as a non-governmental and non-profit multi-sport national organization under the Societies Act 1966 (Revised 1987). With the establishment the Sports Development Act 1997, the Council is now registered with the Commissioner of Sports' office in the Ministry of Youth and Sports.
1.2 It is recognised by the International Olympic Committee (IOC) and the International Sport Federations (IFs). Since 1954, it has been the sole sport organisation in Malaysia with the exclusive rights to enter athletes to participate in the Olympic Games.
1.3 By virtue of its recognition by the IOC, the OCM is affiliated to the following international sport organisations:
1.3.1 Association of National Olympic Committee (ANOC)
1.3.2 Olympic Council of Asia (OCA)
1.3.3 Southeast Asian Games Federation (SEAGF)
1.3.4 Commonwealth Games Federation (CGF)
1.3.5 International Assembly of National Confederation of Sports
1.4 Affiliation to the above international sport organisations makes OCM the sole sport organisation in Malaysia with the exclusive rights to enter athletes to participate in the Asian Games, the SEA Games and the Commonwealth Games.
1.5 The members of OCM are the National Sport Associations (NSAs) of Malaysia, which are recognised by their respective IFs as the sole governing body of their sport in Malaysia.
2. Objectives of the Olympic Council of Malaysia
2.1 The objectives of OCM are:
2.1.1 To develop and protect the Olympic Movement and to promote the fundamental principles of Olympism through sport activity and education.
2.1.2 To be completely independent and autonomous and to resist all pressures of any kind, including those of a political, religions or economic nature.
2.1.3 To act as the co-ordinating body for all sporting organisation in Malaysia.
2.1.4 To promote and encourage the development of high performance sport and sport for all
2.1.5 To facilitate exchanges between the OCM and its members with other National Olympic Committee (NOCs) and IFs.
2.1.6 To select and enter athletes for the Olympic, Asian, SEA and Commonwealth Games and world or regional multi-sports competitions.
2.1.7 To organise Olympic, Asian, SEA and Commonwealth Games and world or regional multi-sports competitions.
3. Role of the Olympic Council of Malaysia
3.1 Promote the fundamental principles of the Olympic Movement through educational programmes.
3.2 Collaborate with the NSAs, government agencies, and IOC for the development and training of athletes, coaches, technical officials and sports administrators for competitive sports as well as sport for all.
3.3 Collaborate with the NSAs in the preparation of athletes and officials to participate in the Olympic, Asian, SEA and Commonwealth Games.
3.4 To raise funds in order to fulfill its objects and role.
4. Organisational Structure Olympic Council of Malaysia
4.1 The power of OCM is vested in the General Assembly, which meets once every two years at the biennial General Assembly. Each NSA is entitled to send. 3 delegates to the Annual General Assembly.
4.2 The Biennial General Assembly elects the 12 Officers, namely:
4.2.1 President
4.2.2 Deputy President
4.2.3 Five Vice Presidents - Hon. Secretary
4.2.4 Two Hon. Assistant Secretaries
4.2.5 Hon. Treasurer
4.2.6 Hon. Assistant Treasurer
4.3 The Council of the OCM comprises the Officers and one representative from each NSA. The Council meets on a regular basis.
4.4 The Executive Board of the OCM comprises the Officers and 4 additional nominated members and meets once a month.
4.5 The OCM maintains and operates an office comprising of full-time staff to organize the daily affairs and maintain financial accountability.
5. The Programmes of the Olympic Council of Malaysia
5.1 provide services, advice and assistance to the NSAs and to other sport organizations.
5.2 Selection of and entering athletes and officials for participation in international multi-sport Games
5.3 Selection of participants to attend courses, seminars, study tours overseas
5.4 Plan and organize courses, seminars for coaches, and sports administrators in Malaysia.
5.5 Send delegates to meetings., conferences of international sports organisations such as Olympic Council of Asia, Commonwealth Games Federation, Southeast Asian Games Federation.
6. OCM's Main Revenue Sources
6.1 OCM's main revenue sources are:
6.1.1 Rental from Wisma OCM
6.1.2 Income from sponsors
6.1.3 Government grants
6.1.4 IOC Olympic Solidarity grants
7. OCM's Main Assets
7.1 The Government allotted OCM a 1.8 acre piece of land on a 99 year lease along Jalan Hang Jebat, Kuala Lumpur.
7.2 A 9-storey building was constructed on part of the land in 1991. The Building is known as Wisma OCM.
7.3 Seven of the nine floors of Wisma OCM have been leased to Hotel Grand Olympic.
7.4 The OCM uses the Mezzanine Floor of Wisma OCM for its office, library, and meeting rooms.
7.5 The First and Second Floor of Wisma OCM is leased out to various NSAs
8. OCM's PLANS
8.1 Complete Phase II of the OCM Building Project [Done]
8.2 Establish a Sports Resource Centre for reference, education and research [Done]
8.3 Establish a Hall of Fame in recognition of athletes, coaches and sports leaders who have contributed to the development of sport in Malaysia [Done]
8.4 In line with Malaysia's Vision 2020, the OCM will demonstrate the achievement of a developed nation's status by bidding and, if successful, hosting the Olympics 2020
8.5 As part of the target towards Olympics 2020, OCM will lead and initiate programmes aimed at excellence in all areas of sports (athlete preparation, sports technology, hosting of international events and multi-sports events, construction of suitable infrastructure, etc).
9. OCM's SPONSORSHIP PACKAGE
9.1 OCM's Sponsorship Package is in the following three groups:-
9.1.1 Corporate Partners of OCM
9.1.2 Official Sponsors of OCM
9.1.3 Supporters of OCM
9.2 Corporate Partners are not identified by product but by name of their corporations
9.3 Official Sponsors are by product category and each sponsor will have complete exclusivity in its product category.
9.4 Supporters of OCM are either individuals, organisations or firms who support the OCM and the Olympic Movement.
9.5 To become a Corporate Sponsor, Official Sponsor or Supporter of OCM, the requirements are as follows:
9.5.1 a donation to the OCM, which is tax exempted.
9.5.2 participation in specific events or programmes of OCM or proposed by the Partner, Sponsor or Supporter on terms to be mutually agreed.
9.6 In return, the Corporate Partners, Official Sponsors or Supporters of OCM will be granted the following rights:-
9.6.1 to use the title of Corporate Partner, Official Sponsor or Friends of OCM in all their communications, advertisements and promotions.
